David began his career as a private attorney with the law firm of Stremlau, Larsen and Dorsey. Soon thereafter, he was appointed Assistant Attorney General for the State of Connecticut. His responsibilities included preparation and trial of cases before State and Federal courts, argument of numerous appeals before the State Supreme Court, and appearances before various state boards and commissions.
After six years, of state service, David was hired as Vice President for Government Relations for the Connecticut Bankers Association where he supervised state and federal legislation. He also served as legal advisor to the Executive Vice President, directed the association’s lobbying and political action committees, and acted as legislative liaison with the Connecticut Banking Department, the Connecticut Bar Association, the American Bankers Association, and other related trade organizations.
Next, David was appointed Vice President and then Senior Vice President for Government Affairs for Northeast Bancorp, Inc. where his responsibilities extended to include annual budgets, analysis of legislative and regulatory development, as well as the management of corporate lobbying and political action committees. David worked in Washington D.C. as well as the Connecticut State Capitol.
In 1990, he also founded Evans & Associates, LLC and serves as its chief executive officer. David also served as counsel to the law firm of Brown, Paindiris and Scott where his areas of concentration included: civil litigation, administrative and government law, estates and trusts, and residential real estate.
